My guess would be you could have a regular route of travel requiring more left leans than right. If the wheel were set that crooked to cause uneven wear, the belt would be noisy.
But the Honda!! I don't think you can go wrong for the money. Carbs can be cleaned, take out every jet and make sure they are not blocked with sediment from old gas. The caliper might need replaced if it is scored, although light polishing with a rotary hone could fix it. Still, you can't go wrong, at least that is my opinion.
